Wandering through Otaru's Ironai neighbourhood in April, I spotted this red banner and couldn't resist — Panaguya pancakes are a local treasure I had to try. One bite and I understood why locals rave about them. The harbour breeze, the historic streets, and these fluffy golden pancakes made the perfect spring afternoon!
